Stakeholder group Function / position
The nuclear industry Is extremely important in the campaign. The Government requires the industry’s support for the policy to ensure economic viability. The industry includes mining, e.g. BHP Billiton, Rio Tinto, Silex and domestic and overseas investors and energy distributors e.g. Energy Networks Association’s members and the Nuclear Fuel Leasing Group.
Existing energy providers Potentially oppositional if the government is seen to disregard their interests e.g. coal, gas and oil industries.
Media As a communication channel for the information flow from the government to citizens. As agenda setters and opinion leaders, the media is able to influence and direct public opinion on the issue.
Federal backbenchers Potentially supportive or oppositional. Their position relies, largely, on the reaction in their electorates, e.g. if their electorate gains economically or if their electorate may be a proposed site for a nuclear reactor. From monitoring the Hansard database, Liberal backbenchers in the lower house appear to be supportive of the debate; however, concerned if there is real possibility of a nuclear reactor in their electorate. It is possible the Prime Minister and Cabinet have targeted this group through a direct mail campaign to generate support and allay any concerns.
The federal opposition Changed its Three Mines policy in April 2007, however, it remains opposed to the domestic use of nuclear energy and enrichment.
Non-government-organisations (NGOs) 1. Opponents of nuclear energy, e.g. Australian Conservation Foundation (ACF), Greenpeace Australia and anti-nuclear organisations.
2. Supporters of nuclear energy e.g. Uranium Information Centre (UIC), Australian Institute of Nuclear Science and Engineering, Australian Nuclear Association, Minerals Council of Australia.
Undecided – do not have a decisive position. Their position is dependent on the Government’s proposed policy e.g. Australian Strategic Policy Institute.
Customers Current customers e.g. USA, Japan, South Korea, EU, China potential customers include India. India is not a signatory to the Nuclear Non-Proliferation Treaty. The Prime Minister has alluded to the possibility of selling uranium to India.
Citizens Have the power to remove the government from office at the next federal election.
Renewable energy sector E.g. wind, geothermal and solar. This sector has criticised the government for its failure to increase the mandatory renewable energy target (MRET).
